Greater Khulna Community Japan (GKCJ)
Introduction / Declaration:
From the mid-seventies, Bangladeshis migrated from their homeland to different countries of the world, leaving their families and loved ones in search of a living. Bangladeshis arrived in the 1980s in a big way. Upon arriving in Japan, the expatriates started a variety of social and cultural activities. Although various social, cultural, and regional organizations were formed at that time, most organizations disappeared due to a lack of specific events and strong leadership.
Khulna is a vast city but the most neglected region of the country. The area is home to the world-famous poet Rabindranath Kuthi Bari, the emperor of Baul emperor Lalon Shah, the father of modern poetry Michael Madhusudan Dutta. There is one of the seventh natural wonders of the world Sundarbans. Known as Royal Bengal Tiger on the outside of Bangladesh, Khulna, the birthplace of the Royal Bengal Tiger, is still unknown to the outside world. In this context, it is the duty and responsibility of the Japanese expatriates in the region to bring the features and traditions of the Great Khulna to Japan and around the world.
It is regrettable that even though the whole of South Bengal was severely damaged in the cyclone Cedar in 2007, the Japanese expatriates in the greater Khulna region could not unite and perform any relief. But from then on, Japanese expatriates in the greater Khulna region began to feel the urge to unite. The people of Khulna are warm and peace-loving. Although they did not like factionalism and confrontation, no one, at least, had begun to join the expatriates of the greater Khulna region. However, some entrepreneurs came forward to unite the Japanese expatriates in the Khulna region, realizing that the greater Khulna region would fall further behind if it was inactive.
On 2nd November 2008, an open general meeting was held in Ikebukuro, Tokyo, to form a non-political and non-profit organization for expatriates in the greater Khulna region. With the public and formal announcement of everyone present at the meeting, 'Greater Khulna Community Japan' made its debut.
Article-1:
Nomenclature of the organization:
The name of this organization, গ্রেটার খুলনা কমিউনিটি জাপান' is abbreviated as ' (জিকেসিজে).' Greater Khulna Community Japan (GKCJ) in English. It is an entirely non-political, non-profit and secular organization. The term Greater Khulna or Greater Khulna means the entire Khulna division comprising the districts of Greater (original) Khulna, Jessore, and Kushtia.
Article-2:
Location and address of the organization:
Greater Khulna Community will be headquartered in Tokyo, Japan. If necessary, the branch office of the organization may be opened in Japan or anywhere in Bangladesh as per the general meeting decision.
Article-3:
Standard and Objectives:
Section-3-a:
Highlight the characteristics and heritage of the greater Khulna region, Bangladesh, to others, especially to the Japanese.
Section-3-b:
To increase harmony and unity among Japanese expatriates in the greater Khulna region through various programs and activities.
Section-3-c:
Assisting expatriates in the greater Khulna region of Japan. To undertake and implement service activities for them.
Section-3-d:
To develop the greater Khulna region in Bangladesh, to extend all help and cooperation from Japan. To undertake and implement various social service projects in the greater Khulna region.
Section-3-e:
Maintain its acceptance and ownership as a completely non-political, non-profit, and secular organization.
Article-4:
Rules for becoming a member of the organization:
There will be two types of members/members of the Greater Khulna Community, Japan.
(1) General Member
(2) Honorary Member
Section-4-a:
General Member
Any resident of the Greater Khulna region, living in Japan, can become a member of the Greater Khulna Community Japan by completing the membership form and paying the membership fee. If he/she accepts regular monthly subscription for at least six months by the rules of the organization after taking the post of Primary Member, he/she shall be considered as a General Member. Loyalty to the organization, attendance rate in organizational activities, the decision to enroll the primary member as a general member will be approved at the meeting of the Executive Council and subsequently passed in the general meeting, considering personal conduct.
Section-4-b:
Honorary Member
Family members, relatives, relatives, friends (who are not residents of the Greater Khulna region), or members of the Greater Khulna community, any indigenous or foreign citizen of the organization may be an honorary member of the organization. The Honorable Member of this Organization shall not be able to vote or contest in any election of the organization such as Executive Council.

Members' rights:
Section-5-a:
The general members, shall have the right to participate in any organizational activities of the Greater Khulna Community Japan. Members may present their expertise or talent in any event or program based on merit, with the approval of the Executive Council.
Section-5-b:
General members can vote and compete in the organization's elections. If, for any reason, he/she cannot be present at the General Meeting (or the Election Meeting), he must notify the Executive Council in writing seven days in advance of the meeting.
Article-6:
Member Resignation or cancellation of post:
Section-6-a:
Any general member of the Greater Khulna Community may resign for personal or other reasons. In that case, a written application should be made along with the President. The President will present it at the next Executive Council meeting, and a decision will be taken accordingly. The decision taken will be finalized by presenting it at the next general meeting.
Section-6-b:
If any member of the Executive Council is absent at three consecutive meetings of the Executive Council without notice, the term of his Executive Council shall be automatically terminated. The President will address it at the next Executive Council meeting. In this regard, the Executive Council shall decide on the resignation of the members present at the meeting and the opinion of the majority. If the reason for the resignation is not justified, then the member shall be obliged to continue in his post till the next new executive Council is formed.
Section-6c:
If the President wishes to resign, the senior vice-president may submit a written application along with the appropriate reasons. In that case, the Vice-President shall follow the preceding clause (6B).
Section-6d:
If any member of the Executive Council is absent at three consecutive meetings of the Executive Council without notice, the term of his Executive Council shall be automatically terminated. In that case, the Executive Council can co-op someone from the general membership. However, it must be based on the opinion of the majority of the Executive Council. It must be approved at the next General Meeting.
Section-6e:
If, for any reason, the post of President is terminated, the senior vice-president will serve as chairman until the new President is appointed through the next general meeting.
Section-6f:
If a general member does not pay a monthly subscription for one year, his / her membership will automatically be deemed canceled. In this case, the member will have to renew the membership post again by paying the registration fee and paying the outstanding contribution.
Section-6g:
If any general member behaves contrary to the interests of the organization or breaks the rules, the Executive Council shall firstly warn the member in writing and later in writing. If the member repeats his/her behavior or activities within three months of the warning, the Executive Council shall present it at the next general meeting announcing the cancellation of such member.
Article-7:
Organizational structure:
The organizational structure of Greater Khulna Community Japan is as follows:

(a) General Meeting
Section-7a-01:
General Meeting Greater Khulna Community Japan has all the power. The General Meeting will determine all the policies of the organization.
Section-7a-02:
General Meeting can revise or change the constitution of the Greater Khulna community in Japan.
Section-7a-03:
The General Meeting shall form the Executive Council. For this, an Election Commission will be established with the general members from each of the three major districts of Khulna, Jessore, and Kushtia.
Section-7a-04:
If the proposed program is adopted at the General Meeting, the Executive Council will not be able to change it. A general meeting should be convened to decide on the majority opinion to make the change.
Section-7a-05:
The annual account of the organization must be submitted at the general meeting. The Executive Council shall be accountable to the General Meeting for the activities undertaken.
Section-7a-06:
To present a contentious issue to a general meeting, it must be submitted in writing to the Executive Council at least one week in advance. The President will make the presentation as per the decision of the Executive Council.
Section-7a-07:
Multiple general meetings may be convened each year if needed. However, at least one annual general meeting will be held. The Executive Council will be responsible for organizing the General Meeting.
(b) The Executive Council
Section-7b-01:
To conduct the activities of the organization, the Executive Council will be formed by election or selection from the general members.
Section-7b-02:
The Executive Council shall be obliged to implement the decision/program adopted at the General Meeting.
Section-7b-03:
Only in the event of an emergency, the Executive Council can make an immediate decision and implement with the consent of two-thirds of the members of the Council. In that case, the next general meeting should present the decision and seek approval.
Section-7b-04:
The term of the Executive Council is two years. At least three months before the end of the term, the Executive Council will take the initiative to convene the Annual General Meeting and form the Election Commission.
(c) Advisory Council
Section-7c-01:
An Advisory Council will be formed to provide the necessary advice and assistance to manage the activities of the Greater Khulna Community Japan properly. The maximum number of members of the Advisory Council shall be five. To be included in the Advisory Council, the member shall be a general member of the organization.
Section-7c-02:
The members of the Advisory Council shall be appointed/elected at the General Meeting of the Greater Khulna Community Japan.
Section-7c-03:
Members of the Advisory Council will be able to attend the meeting of the Executive Council if necessary and provide their views.
Section-7c-04:
No member of the Advisory Council shall be elected to any position of the Executive Council. In case he wants to be elected, he must resign in writing, (along with the President), a month before the election.
Article-8:
Structure of the Executive Council:
A Twenty-three-member executive committee will be formed from the general members to carry out the activities of the organization. The proportional representation of the three main districts of Khulna, Jessore, and Kushtia must be ensured to assemble the Executive Council. It is recommended that the three posts of the President, General Secretary, and Organizational Secretary be made up of three separate primary districts, three vice-presidents, three different, and more than three different and larger districts. Other positions can be elected/selected on merit.

In the absence of both the Secretary and the Joint Secretary, one of the three members of the Executive Council will act as the Secretary or Joint Secretary on the opinion of the majority of the executive committee.
Article-9:
Duties of the Executive Council:
Section-9-a:
President: The President will be the chief executive and spokesperson of the executive committee of the organization. He will preside over all the meetings of the organization, as head of the organization. For the sake of work, the President may delegate the responsibility of conducting a meeting with one of the members of the Executive Council.
Section-9-b:
Vice-President: While the President is present, the three Vice-Presidents shall assist the President in the overall implementation of all programs of the organization. In the absence of the Chairperson or if the President resigns for any reason or is given power by the President, the Senior Vice-President shall act as the President, irrespective of the age and experience of the Vice-Presidents.
Section-9-c:
General Secretary and Joint General Secretary: The General Secretary will form the annual program of the organization through discussions with others. He will present the General Meeting and Meeting of the Executive Council. Coordinate with other organizations. Provide a statement on behalf of the organization. He will be responsible for preserving the executive Council and general meeting details. The Joint General Secretary shall assist the General Secretary in all activities.
Section-9-d:
Organizational Secretary and Joint Organizational Secretary: He will be active in expanding the activities of the organization and increasing the number of members. Subject to the permission of the President and the General Secretary, he will be responsible for determining the day-to-day meeting, convening the meeting, and other organizational activities. Joint Organizational Secretary will assist the Organizational Secretary in all activities.
Section-9-e:
Office Secretary and Joint Office Secretary: The office secretary will preserve all documents of the organization. Protect all privacy of the organization. Subject to the permission of the President and the General Secretary and may exchange addresses, telephone numbers, or other information among the members of the Association for the benefit of the organization. Joint Office Secretary will assist the Organizational Secretary in all activities.
Section-9-f:
Finance Secretary and Joint Finance Secretary: The finance secretary will maintain the organization's funds. Joint Finance Secretary will assist the Organizational Secretary in all activities.
Section-9-g:
Publicity Secretary and Joint Publicity Secretary: The Publicity Secretary will be responsible for all publications, public relations, and publicity activities for the welfare of the organization. He will send a statement given by the President and General Secretary to the media (Radio, television, magazine). The date and place of the General Meeting and the Executive Meeting shall be communicated to the members concerned. Joint Publicity Secretary will assist the Publicity Secretary in all activities.
Section-9-h:
Cultural Secretary and Joint Cultural Secretary: The Cultural Secretary will be responsible for organizing activities and events related to the culture of the organization. Organize and conduct educational activities. He will maintain contact with other literary-cultural organizations/members, artists/artisans in Japan, and Bangladesh. Joint Cultural Secretary will assist the Cultural Secretary in all activities.
Section-9-i:
Sports Secretary and Joint Sports Secretary: The sports secretary will be responsible for organizing sports activities and events of the organization. Organize and conduct sports, picnics, or any such activities. He will maintain contact with other sports organizations located in Japan or Bangladesh. Joint Sports Secretary will assist the Sports Secretary in all activities.
Section-9-j:
Female Secretary and Joint Female Secretary: Female Secretary will be responsible for the activities undertaken for the welfare of the members and children of the organization. Protect communication between members. She will maintain contact with other women's organizations based in Japan or Bangladesh. Joint Female Secretary will assist the Female Secretary in all activities.
Section-9-k:
Member: The three members will always be ready as the unnamed Secretary of the organization and will play the role of an aide to the other Secretary. In the absence of any Secretary, the Secretary will take over. The President shall perform any duty as directed.
Article-10:
Election or selection of the Executive Council:
Section-10-a:
Election of the Executive Council shall be held based on the majority vote of the general members/members present at the annual general meeting of the Greater Khulna community.
Section-10-b:
According to Article 4A, a Chief Election Commissioner and two Assistant Election Commissioners shall be elected from among the voters present on the day of the election. If, for any reason, it is not possible to hold the vote on that day, the Election Commission will be obliged to complete the election of the Executive Council within the next month.
Section-10-c:
After the Election Commissioner is elected, the previous Executive Council will resign with the Election Commission, headed by the President.
Section-10-d:
The Election Commission will arrange for the election of a secret ballot in one position or in all the posts as required.
Section-10-e:
To exercise voting rights, voters need to be physically present and exercise their franchise. The absent person shall be deemed ineligible to use the franchise.
Section-10-f:
From the general members, one can propose the name of the absent person as a candidate, and, for the inevitable, the absent person can be a candidate. However, all candidates must be present on the day of voting. If a candidate is not current on the day of voting for the inevitable reason, it must be reported to the Election Commission at least one week before the election, and the Election Commission will take a final decision on this. No candidate can be a candidate for more than one position.
Section-10-g:
In case there is no need to select one or all of the terms, the Executive Council will be formed based on the selection of the majority.
Section-10-h:
The Election Commission shall be bound to accept both the winner and the winner, announcing the election process and final results.

Following the announcement of the final result, the three-member Election Commission will be abolished by the transfer of responsibility to the new Executive Council.

Article-11:
The financial system of the Association (fund):
Section-11-a:
Primary and general members' registration fees and the monthly membership fee will be considered as the source of income for the organization.
Section-11-b:
The general meeting shall determine the registration fees and monthly membership fee rates. The fund can be raised for the organization by designing special programs if needed.
Section-11-c:
Permanent members will be able to bear the expense of additional contributions if they need extra money to implement a program of the organization and do not have a source of income.
Section-11-d:
Financial or other support can be obtained from any other institution or any person unless the constitution is contrary. It must, however, be approved by the Executive Council's decision and at the next General Meeting.
Section-11-e:
Funds can be created by raising money related to advertising from a company or organization by publishing related / related souvenirs. It must, however, be approved by the Executive Council's decision and at the next General Meeting.
Section-11-f:
To maintain transparency in accounting for expenditure, a three-member audit committee will be formed from the general members at least one month before the Annual General Meeting. The Audit Committee will examine all the accounts of the income and expenditure of the organization. Accordingly, the Finance Secretary shall present the annual expenditure account of the organization at the Annual General Meeting.
Section-11-g:
A bank account will be opened in the name of the organization, which will be jointly guarded by the President and finance secretary.
Article-12:
Meeting conventions and rules during the meeting:
Section-12-a:
On the advice of the President and the General Secretary, the Organizing Secretary shall convene the General Meeting, the Executive Meeting, the Special Meeting, and shall notify all concerned at least one week in advance of the notice of the meeting.
Section-12-b:
Meetings should be started with the members present. Delayed attendees will learn about the activities later.
Section-12-c:
During the meeting, the President's permission must be addressed.
Section-12-d:
Proposals for reform of the organization and other similarities should be submitted in writing to the President at least one week before the General Assembly. The amendments adopted will be inserted in conjunction with the original constitution.
